The Georgian speaker said Friday the president's constitutional right to dissolve the government without parliament's support was a constant threat to the current government.
Georgian parliamentary chairman Davit Usupashvili said before the 150-seat legislature was set to vote on a presidential counter-proposal on an amnesty bill that, under the current constitutional system,cc composite the government was under constant threat of being sacked by the president.

The constitution also endows the president with the right to dissolve the legislative body if it refuses to confirm the new prime minister and cabinet three times, and to appoint a new government without the parliament's approval.
The same constitution, however, stipulates that the president has no right to dissolve the parliament within six months of the legislative polls and six months before the presidential election.
Georgia held its legislative polls on Oct. 1 this year and the country's presidential election is now slated for October next year.
The president can, however, decide to sack the cabinet and appoint a new cabinet without dissolving the parliament and new elections will be held under the president-appointed government after the expiration of the six-month timeframe for dissolution of the parliament.prepreg

Usupashvili explained before the parliamentary vote later Friday the ruling coalition Georgian Dream had offered the parliamentary minority, the former ruling United National Movement party, a chance to forge constitutional amendments to redress the issue.
The existing constitution was formulated when the United National Movement had 119 of the 150 seats in the parliament.
The Georgian Dream-proposed constitutional amendments concerned all but one of the constitutional rights enjoyed by the president - the right to dissolve the government.
The ruling coalition Georgian Dream now has 85 lawmakers in the legislative body,carbon sheets to the United National Movement's 56.
The Georgian parliament passed the amnesty bill last week with a ballot of 80 votes for and one vote against. The bill concerns 190 political prisoners and 25 political refugees.
